Legislative Update 28-FEB- 2012
SB3452, which was controversial at the Feb. BOD meeting, was reworked and it was the very best deal we were going to get. The "Tattle Tale" language was pulled out and the penalties were dropped down very significantly. You can see where it was and what the language is now. We did the "Sport Riders" a big favor in getting those penalties dropped. The ISP was wanting blood out of this as they are still thinking about the Veto Override you did on them. It pays to have members that work for those legislators. We neither Supported or was Neutral on this bill . We just didn't oppose it.
Mary Flower's 2 bills HB0285 and HB0290 are scheduled for tomorrow in the Transportation Committee. I have talked to a # of our friends and they say it won't come out of committee.
HB0285 Synopsis As Introduced - Amends the Illinois Vehicle Code. Provides that every operator and passenger on a motorcycle, motor driven cycle, or motorized pedalcycle who is age 26 or younger must wear a helmet that meets federal safety standards.
HB0290 Synopsis As Introduced - Amends the Illinois Vehicle Code to require every operator and passenger on a motorcycle, motor driven cycle, or motorized pedalcycle to wear a helmet that meets federal safety standards. 
John Bradley's bill HB1986 which is the OHV, Dirt Bikes, and Off Road Vehicles (golf carts and such) is also in that same committee and we are supporting that bill.
Mary Flowers other bill from last year HB0292 that has to do with 16 and under being denied to ride off road vehicles with MANDATED safety training in school room classes. We don't believe this has a chance either (the schools can't hardly afford to keep their doors open now). Mandates are a nasty word here in Springfield.  Todd (our lobbyist) has done an outstanding job for you again this year and he is ready to tie in to Mary's bills  I have gotten a meeting with Jay Hall of Halls H-D and Ducati Motorcycles and Senator John Sullivan who has SB3616, an ETHANOL bill that is a sister bill for Rep. John Bradley's bill, HB4700. The meeting will be t Jays shop so that he can show what E-10 already does to motorcycles. I will be inviting Rep Bradley to this meeting as well.  Remember March 7th is Legislative Day and we start at 8:30 here at the State House Inn. Coffee and Rolls will be on hand. We are starting a little early due to IGOLD will be there at 12noon so I want to get you in and out. Bob Myers
